For such a salary it is hoped that a Master or

Assistant Master could be obtained at home from some of the

smaller Reformatory or Industrial Schools who has a good know- ledge of the industries (such as carpentering, tailoring, shoe- making, tinsmithing, printing, bookbinding, &c.) at which boys

are made to work in such Institutions,

It must be remembered that owing to local con- ditions the boys will be required for the present to work

within the precincts of the Institution, and not at outdoor

labour in gardens and on farms as is done to a large extent

at home.

The salary proposed for the Assistant Master and Workmaster is $720 rising by annual increments of $48 to $960 and it is desirable that the officer selected should also have a knowledge of industrial labour of the kinds spe-

cified above.

I should be glad if both officers could be en- gaged so as to arrive here on or about the 1st.of January next, for whatever the precise nature of the Institution it is de-

sired not to defer opening it for use later than that date.

6. I enclose a statement showing the salaries

7. I propose to place the Institution under

the supervision of the Inspector of Schools rather than of
